Routless Slats
On a standard blind, small holes in each slat are part of the manufacturing process to accommodate the lifting and tilting ladders. If you need a higher level of light control and/or privacy, then you should upgrade to Routless Slats. The slats and ladders are manufactured differently to eliminate the small holes.
